Managing personal Outlook.com account settings, security, and privacy
Same Problem.
Big Issue because that happen to me with 2 accounts that are not the free one but I have a regular Office 365 License that grant me 1TB of data.
The common denominator was that I was sync my personal data from my nas (Synology) to my OneDrive account with the application SynoCloud:

Having the account blocked for me means:
- I can no longer upload personal data.
- Not being able to activate the Office license.
- Not being able to access the MSDN account associated with my personal Microsoft account.
- Not being able to access the licensing volume on which I purchased licenses for a school that I follow.
- Not being able to access OneDrive and OneNote that I use both in the personal and working environment.
- Not being able to access third-party applications that use single sign-on (ie. Wunderlist, Microsoft ToDo..).
- Not being able to access to my MCP (microsoft certified professional) scores and plan new Exams.
All this without knowing what I did wrong and therefore with the risk of being able to unintentionally replicate the problem.
I have ALL the information to prove my good faith and full possession of my account but it seems that nobody is willing to give me a hand.
This story is crazy.
Italian support tell me to lodge a complaint with the data protection supervisory authority in Ireland. It's a joke.
