Using classic Outlook for Windows in business environments
Unfortunately, that part of Outlook doesn't work for me.

When I open MS to Do app and open whether it is an email flagged or a task from my planner in teams when I try to open it, it opens in the web-based instead of the desktop. Am I missing a connector to my desktop or something?

Are you acessing ToDo from within the outlook desktop app? This is the only way it will work, the ToDo stand alone app will still link to the web. You open ToDo inside outlook in the same manner that you would view your Calendar, or your Contacts, from the tool bar on the left.
Given that the New Outlook desktop is being written to mirror the Outlook.com interface, maybe its more web-like architecture can handle the deep links from ToDo.
Agree! I have already stopped using Outlook at all! on top of this annoying thing, The Mac version of Outlook randomly erases attachments. So now we have to work twice and look bad in front of our customers by sending them an email with an attachment that got lost in the way.
