'Settings' in Outlook/Hotmail No Longer Opens

Hi. All of a sudden approximately 4 days ago, 'Settings' in my Outlook/Hotmail. will not open! When I click on that clog wheel in the upper right corner, the 'Themes' page takes about 45 seconds to load. That's your 1st red flag. Then when I click on 'View All Outlook Settings' at the bottom of that pane, and it goes to Settings Menu, by default it goes to 'Layout'. That loads and loads and loads and loads, but never loads. When I click on 'Junk Email' tab on the menu, it also just loads and loads and loads  FOREVER! It never loads. Even after 10 minutes. What is going on?? It's strange. I would always block the domain of spam that came in. The most effective spam control strategy I've ever found! I can no longer do that! Pisses me off. Here's what I've done so far:

  1. Spoke with Microsoft Support Chat, twice. They've offered no viable solutions. One guy even suggested I back up all my data on an external hard drive and reinstall my OS! ****?? Ummmmm, no. 
  2. Uninstalled and reinstalled Chrome. Didn't work.
  3. Went in to Control Panel/Programs and tried to repair Microsoft Outlook by right-clicking on it and clicking on Repair. It's not listed. 
  4. Went to 'Turn Windows Features On or Off' in Programs. Turned on IE8 and turned off Games and Tablet PC Components (Don't use them. It's extraneous.) 
  5. Cleared cache. 
  6. Ran SuperAntiSpyware and Malware Bytes. 
  7. Ran CHKDSK in Command.
  8. Tried System Restore TWICE to a date prior to this glitch. Didn't work! 
  9. Ran System Repair. 

That's all I can remember.  What is going on?? I cannot be the only one here?? 

I'm running Windows 7 Ultimate and have latest Chrome version. (Maybe I should download an older version of Chrome? I thought about that.) 

I'm going to run System File Checker tool today. I'll check back.

Interesting.  I have never had any extensions enabled in MS Edge.  Just the same, I did check to see if the Inbox Rules would load in a reasonable time.  Sure enough, things appear to be back to normal.  Time will tell.

    That's serious stuff if they really did so.

    Funnily though, I went to cancel the subscription, and now they are extending our Personal subscriptions for free during two months, but the option is only displayed at the last step on cancelling a subscription.

    Extended mine, but for now, Microsoft is proven to be pretty unreliable so not gonna move my mail from GSuite for now.

    So we're getting different answers from different outlets. Twitter @MicrosoftHelps told me they were aware of the issue and had no ETA to share (which is pretty much Microsoft's generic answer for everything), support by email told me I need to take it up with the Outlook Desktop team (which has nothing to do with this) and now they're no longer answering me.

    I had the same experience with contact pictures no longer working on outlook.com. 

    Microsoft needs to sort its support out, this is ridiculous!

    Plus, when they break something, which will happen to any company (bugs are always a thing), they need to fix it, not just put it on a to do list somewhere and get to it when they so choose to!

    Where is Microsoft's solution to this problem!!!

    I have also contacted Microsoft support on the phone today and they advised me that I am the first person to report the issue!!! Nonsense...

    I know this is happening on a friend's laptop 20 miles away from where I am located

    I am using Windows 10 which is newly installed and I have tested this on another laptop in my household with the same results

    I have the same exact problem across multiple browsers including Chrome, Edge, IE and Firefox

    This is clearly not a localized issue yet Microsoft are doing nothing to help resolve it and they wonder why people are losing faith in their products

    I am close to closing my account and setting up a new account on GMAIL

    I just want to view/change my settings...come on Microsoft pull your finger out!!!

    exactly the same going on in my case.

    For three days, the all settings menu is not usable at all, unless, I use Firefox. This also causes a critical CPU usage as reported here https://answers.microsoft.com/en-us/outlook_com/forum/all/very-high-cpu-usage-in-the-settings-menu-using-any/75ea7b5d-19b0-4ef2-aa17-0f431fdb61b5

    Also, the Personalized email address disappeared in my settings as well. Can't add a custom domain with a paid subscription, quite disappointed with my experience with Microsoft for 3 days... 

    Reading this about the same issue https://answers.microsoft.com/en-us/outlook_com/forum/all/personalized-email-in-microsoft-365-family/bfb7f2e1-a694-485b-879a-5d8414a2ba52 I just noticed something that might be the indicator of the root of the issue: If I'm not mistaken, my issue started after making primary my non-outlook alias, and I can't go back to the @outlook.com one for a week now..
