"Personalized email address" missing in my Outlook.com premium

I have a GoDaddy domain , I'm using it from several weeks.

Today I've open Premium tab and "Personalized email address" is missing!

A friend have just completed the domain transfer to GoDaddy and he would to activate his personal domain on Outlook.com but "Personalized email address" is missing for him also. 

Me and my friend have an active Office 365 Home subscription.

What's happens ?

    My problem is:  the "Personalized email address" ("Get Started") option  is missing.

    On 2/20/2020, 8:28 AM EST, Outlook.Com support (Helpshift case 806832) says:

    Your concern has been escalated to the Outlook.com Research Team.

    ... we had a few other users who reported to us with the similar issue and we engaged our Engineering Team to investigate this further. They are in a process of deploying a fix for all the affected accounts worldwide, including yours. The fix will be deployed on February 20th, 2020 and you should be seeing the Personalized email addresses section in your account by the end of the day.

    Nope, still seeing the 500 errors on those two resources.

    What I'm learning from this—which is even more disastrous for Microsoft than the issue itself—is that Office 365 consumer support is pretty fundamentally broken. I've had issues with O365 for Business, but usually I can get things escalated to a point that problems get resolved. With O365 Home, that just doesn't seem to be a pathway, just doesn't seem to exist. And problems fest er (interestingly, the chat system censors that word), and lay in wait like ticking time bombs. Microsoft's seeming "solution" is to frustrate customers into going away. Which is sad, because I can't in good conscience recommend a service like that to consumers, where the "Return on Investment" in engaging a consultant like myself to help them resolve problems is greatly disparate to that of a business. From how this has been handled, it is obvious (to me) that Microsoft has also realized this; give Microsoft your money for O365 for home use only if you don't expect much from them. Otherwise, I'd recommend buying a cheap license for Office off eBay if all you need are the apps… pretty clear Microsoft doesn't value you (your time) as a customer.

    Just got an answer from support (company helpshift.com). 

    Support wants screenshots of my Office 365 contract and a video of the error.
