Hotmail account repeatedly locked

On Sat Jan 8, 2022, my outlook/hotmail account was temporarily locked due to "unusual activity". I requested a verification code, and my account was unlocked. I changed my password. I logged in OK the next day. I can receive emails, but as soon as I send an email, my account is locked again. What can I do?

    I was blocked when using the email app on an ipad.

    After getting access , I was then blocked when I sent an email from the web based outlook.

    After getting access again I have not attempted to send any more emails. Just waiting for it to be fixed, and using a workaround with another email address, with automatic forwarding of replies to outlook set up.

    Today I had this response:

    I hope you're having them look into BOTH issues... the blocking of accounts when one tries to send a email... and presumably this is from mail clients not web based mail. ( I can't get any straight answer on this especially when Outlook is both a mail program AND web-based mail)..... AND why phone numbers are being blocked by the "quota exceeded" bug when trying to reactivate an account.
