Hotmail account repeatedly locked

On Sat Jan 8, 2022, my outlook/hotmail account was temporarily locked due to "unusual activity". I requested a verification code, and my account was unlocked. I changed my password. I logged in OK the next day. I can receive emails, but as soon as I send an email, my account is locked again. What can I do?

    I am also having difficulty with my Outlook account being repeatedly blocked for over two weeks now. I cannot get into it at all. It keeps asking me for a phone capable of receiving texts. I have used my phone number, my husband's phone number, and my daughter's phone number. On all of them it says something to the effect "usage limit exceeded. Try again tomorrow." I have had two completely unsatisfactory chats with Microsoft reps, can give you the case numers if that would help. Help me please. Patricia Gabriel

    I have a 20 year old @msn email and I use Thunderbird. I only have last year's mail in my account... anything older goes to local storage. So that can't be an issue... nor can it account for not being able to send mail from Thunderbird... or why there's a "quota exceeded" error trying to get a text by phone. I get that the message all the time even when it tells me to try again tomorrow.

    Deleting emails can not be the solution since what's the point of having an account that's NOT exceeding any storage limits?
