I updated to 13.2 on iPhone and all my issues have disappeared

Have the latest IOS update, 13.1.3. Using iphone XS. You can open the app but its frozen. Restarting didnt fix it. Deleted the app and reinstalled. It worked for 5minutes. Seems to slowly update incoming emails in the background and will give notification. But they cant be seen when you open the app.
Anyone know whats going on?

Same issue but still freezing. Fully updated iOS and App.
I have the same issue - it started a couple of months ago and has persisted through a couple of iOS and Outlook versions. Currently I'm on iOS 13.2.3 and Outlook 4.13.0
What I have noticed is the Outlook app seems to freeze at the point when you open it and it's checking into the O365/Exchange/AD service to refresh the email folders. When I restart my iPhone to kickstart it again, I get a message saying "unable to purchase". Now, this message doesn't appear when I restart my iPhone in any other situation, only after this error in Outlook mobile app has occurred. So it seems to be directly related to the Outlook mobile app rather than the iPhone itself. I've checked through all my phone settings to ensure that everything is correct and current, which it is, but even then, my Office 365 account is a work one so it's not even something that I have purchased myself.
I've come to the conclusion an error has crept in to the Outlook mobile app when it connects into the service upon opening and maybe at the point it's verifying subscription of the account or policies for the account - it then just gets stuck rather than timing out and trying again later or letting the user manually refresh the content; judging from how many people have reported this issue online, it seems to be happening for a while and not specific to iOS 13.X. It doesn't seem to be affecting any other Microsoft app on my phone, just Outlook. It's a shame, because before this, it was working great for me for over 2 years. Now I honestly don't know what to do - it's my work account in there and we're unable to to use any other application, but I can't restart my mobile each time I want to check my email!
Just adding this additional information to see if anyone is noticing similar symptoms.

Same problem using 13.2.3. Outlook appears to hang. Reboot iphone to resolve but annoying.
Same issue, using 13.2.3 and its been happening on and off since the last update.
