First, I have an @msn.com email address. This is not an Office 365 business email address!
All the links in my email prefaced with the https://nam04.safelinks.protection.outlook.com. Looking this up is part of the Exchange advanced threat protection package which they talk about in Office 365 for business. How do I turn this off for my personal @msn.com email account. It is actually causing more problems for me than it "protects" me so I need to turn this off. How do I turn this off? Again, this is happening on a personal account, not a business account.

This worked for me (Jan 29, 2019):
- Sign in to https://outlook.live.com
- Click on the “Manage premium” icon (diamond icon)
- Click "Premium" then Security.
- Toggle the switch off under "Advanced Security"

I get all that and it did work. However it has to be done at a desktop or a laptop not an Android phone. I normally use my Android phone all the time now and rarely use a desktop. And I normally use the Outlook app to access my emails. If you log into a browser on the Android phone, you will not get access to those choices. It must be done at a computer and that's what I was originally doing wrong. I just wanted to pass this info along.
So far it worked. You need to use a desk top.
I’ve managed to disable this unrequested and unwanted feature twice previously. Yesterday Microsoft decided to enable it for me again.
The feature is no longer under the Diaond premium security advanced setting.
There is now an option to disable “let microsoft protect me from scams and phishing attempts” no explanation of what this feature is called, if it is ATP, or how it protects me.
I turned it off hoping for success. When i got my next daily newsletter, safelinks were not present.
