Contact keeps re-appearing despite deleting, multiple copies!

I have the feeling that the problem could come from this:

There are still some actions (manage/clean contacts for example) that still display the old Outlook.com interface... Or did you try in the settings/contacts-> connect to social networks? it displays an error message.

I have the feeling that our accounts are still accessing old databases, from the old people.live.com. I don't know why. Because the migration isn't finished? Because they (MS) made mistakes?

As for the problem with Skype contacts bad sync in Outlook.com, this is a real mystery: is there a periodic sync between Skype and Outlook.com? Was the sync just done once and no more? I've for example deleted a contact in Skype 3-4 days ago, it has disappeared from Skype (no problem there), but is still present in Outlook.com Skype contacts...

And as these contacts are read-only... no way to delete them "manually".

So! ... Can someone from MS please tell us if migration is over or not? I cannot believe it is finished with all bugs and problems. In fact I suppose the migration of our accounts is PARTIALLY done in present state...

I synchronize contacts and calendar between MS Outlook 2010 and my Windows Phone 8.1 via an outlook.com account in the cloud.

(It was pretty stupid of Microsoft not to allow synchronization via bluetooth a USB cable, as this worked perfectly with my previous Nokia phone. If it ain't broken - then don't fix it!)

In this three way synchronization, my database with 5k contacts got damaged in multiple inexplicable ways.

Therefore I bulk deleted all contacts in MS Outlook 2010 with the intention to recreate the database (obviously I keep an original database separate from the account linked to the cloud), knowing that the whole process will take weeks.

The problem is that in outlook.com these deleted contacts somehow come back, creating multiple entries. So I deleted them again and now, after manually (!) purging about 1k contacts, I still have about 9k (with doubles) waiting to be purged.

Why is there no "purge all" button? Doesn't seem like too much to ask.

Is there no law against storing people's data when they don't want Microsoft to store it?

This is not funny because my Windows Phone has ceased to sync properly, apparently due to a problem caused by bulk deletion of data (famous error code 80C805E2). The phone keeps on trying though, draining the battery and ultimately making it utterly useless.
