Using Classic Outlook on Windows for personal email, calendar, and contact management
Same problem. I find the easiest fix is to resize the preview pane, which redraws the scroll bar correctly. Just moving it a few pixels does it.

This is only a temp solution as the black are reappears after a few minutes of not using Outlook.
Is there any permanent fix?
No permanent one that I've seen yet, but you can reduce occurrences by disabling the MS Team addon for Outlook. That stopped the reappearance on its own for us except for when you use the search bar as noted above by KevinD-EB.
Disabling the teams add-in doesn't solve the problem for me.
Microsoft has to do fix this problem now! Why else should we pay for this product?
Extremely annoying!
Microsoft, are you listening? This is affecting many, many users and is easily replicable yet really terrible in terms of office productivity or usability. And it has been many months ...
