One of the possible reasons why you are experiencing this error is because your server is currently under maintenance. For us to rule out this possible reason, I suggest that you visit this linkto check the status of your server.
Once you are inside the link, kindly click on the service that you are having problems with. In this case, you have to select Outlook.

I'm having the same problems as everyone else. I tried detecting my server and it comes back with the diagnostic result that Windows cannot automatically detect this servers proxy settings. Several of the error messages I've had when trying to open outlook live have been that the server or settings to do with my mailbox cannot be detected. I tried to go in and set up a new mailbox with the same credentials, just to see if the information had been corrupted but it said that I couldn't use that name as a mailbox with that username already existed. So over to you guys now. Beginning to think I should have just stuck with Gmail.
