I reported two phishing scams to Outlook by clicking on the drop down "report phishing scam" in the Outlook mail app. Where does the phish e-mail go and is it reported to the genuine company, in this case a bank? Also, why can't a suspicious e-mail be forwarded to a reporting agency without opening it and exposing my computer and possibly my contact list to the bad guys?

Then why do the same emails continue to reappear every morning...for 5+ years?! I have blocked them and deleted them and tagged them as phishing scams and every morning I have 20+ emails, many of which cannot be blocked because the sender somehow uses my own email address as the sender. The main culprit is a site called "minube". Can you help?

This is a Microsoft failure.
The answer must come Microsoft directly.
