I reported two phishing scams to Outlook by clicking on the drop down "report phishing scam" in the Outlook mail app. Where does the phish e-mail go and is it reported to the genuine company, in this case a bank? Also, why can't a suspicious e-mail be forwarded to a reporting agency without opening it and exposing my computer and possibly my contact list to the bad guys?

I'm tempted to send all my junk crap to microsoft and flood their inbox!! I am still getting about 70 a day. Not as many as you are but we are getting many of the same type of spam. I don't use many websites aside from, Facebook, Chewy, Ebay, youtube and other secure sites. I have no idea where all this health, insurance, money loans, sex, and the rest are coming from but I wish to h-ll it would top. I can't begin to imagine what my block list must look like. Microsoft can certainly tell by all the stupidly long email addresses that it's garbage...I'm so tired of it
The most annoying stuff is that which appears to come from my own email address - I can't block that, only report it as 'phishing' - for what good that does. I've started using SpamCop although not sure I'm doing it properly, and although they ask for donations, I'm not going to pay anything until I'm certain it's having some effect! I expect I'll have to create a new email address at some point, which my daughter has resorted to. It appears to be happening to everyone I know!
I can completely understand and sympathise with your plight as it is something I have been battling with for many years. I have some golden rules which I will share with you and others in the hope that it might help:
I am thinking of posting a list of such rules if MSN will allow me to do that on this site and assuming it can be done (see no reason why not). Let me know if people think this might help.

This may be a dumb question... but are your spam emails going into your inbox or your junkmail box?
I receive about 30-50 spam/fishing emails per day, but 98% go to my junkmail box. A Microsoft tech told me (after a couple months of going back and forth) that you cannot do anything about these junk emails going into your junk folder.
Also got the same spiel about marking all junk as phishing, and they'll eventually stop coming. Don't know if I buy that...

Most of mine go into my junk box and only about 1 or 2 maybe, a day in my inbox. I'm so sick and tired of them. No sooner do I get them all marked and blocked and more coming in. This is BS.. I've been marking them for months and all the same ones but they are still coming in
