I reported two phishing scams to Outlook by clicking on the drop down "report phishing scam" in the Outlook mail app. Where does the phish e-mail go and is it reported to the genuine company, in this case a bank? Also, why can't a suspicious e-mail be forwarded to a reporting agency without opening it and exposing my computer and possibly my contact list to the bad guys?

That doesn't answer the question. What does "reporting as phishing" actually do? If we had to block every spam email it would take up way too much time.
don't know what's wrong with my junk mail box, but i've had 0 to 2 per day for the last 2 weeks, when i used to be flooded ???

That's all well and good, but with the amount of crap that Microsoft lets through, many have run out of space for Blocked senders, Sweep, rules etc. So, unless you PAY you're forced to get the same crap in your inbox every day. I delete appx 20-25 each day and have to recover 10 or from junk that I WANT AND have marked as safe
It did. It stopped all of it. Where is the version of Adblock for all the spam, junk and preposterous email cluttering up the system?
