Hello,
I created a Outlook email account and I have a other outlook email address that used to be a Hotmail address. Before I knew that you can rename a Outlook account I created another account with the same name. Is it possible to merge the two accounts.

You quoted a message that's over four years old. Microsoft got rid of linked accounts about three years ago in favor of connected accounts. Just search for "Outlook.com connected account" to find out about them.
the link in step 1 does not work.
To have a family member don't merge the information, this is for family member so they can login on you're computer.
If you link a family member you'll see them in the user list and they'll be capable to login

Of course this was a 2013 answer when Microsoft Account and Windows Live account was managed independently.
Then outlook.com was created passport closed etc...
how did you do this? I have the same issue; I have an XBoxOne account and a Windows365 account and would like to merge them and have not found a way to do that.
