You don't have to include that someone to your contact list in order to email him/her.

You can just simply type the address into the To box.

If you do want to add that person to your contact list...............

To access your main contact list:

Open outlook.com > top left next to the logo Outlook, there is a down arrow > click the arrow > click People > All your contacts are now listed on the left. Scroll down to see each contact.

How to add a new contact to your Contact List :

at the same People window , toolbar at top, click New > fill in the required info > click Save when done > the new contact is now included in your contact list.

Back in 2013, when the message you quoted was posted, when you logged to the web site https://www.outlook.com/, the menu bar had the words "Outlook.com" at its left end. Four years later, the menu bar shows "Outlook Mail" instead. Additionally, four years ago, you could choose which aspect of Outlook.com to see by clicking a down arrow to the right of the words "Outlook.com". Now, however, there is a tile icon toward the right end of the menu bar and that's what you click.
