Can the AdChoices bar be removed from Outlook.com?

You're using your web browser's print function.  That's the wrong way to print in Outlook.com.  Instead, select the message you wish to print, click the ellipsis (three dots) at the right end of the menu bar, and select Print from the pop-up menu you'll see.

I understand that you cannot print coupons poperly because of the ads that you are seeing on your account. Let me further assist you with your concern.

If you check the buttons on your screen, you will be seeing three buttons on the right part of the message that looks like the image below:

Click on the third button (one that is encircled) and the ads that you are seeing on the right column will be temporarily hidden. Also, double clicking on the message will give you full view of the message. How are you printing the coupons from your Inbox? Ads should not be included on the hard copy and you should only see the email content itself.

Adchoices takes up the right margin and when trying to print a coupon the bar code on the right is blocked.

No, there's not.  When the interface was Hotmail however, that option existed and the post you quoted was written back when the Hotmail interface was still available.  Read some of the subsequent replies for additional information.
