After spending way too much time comparing working and non-working workstation settings, I identified that the non-working machines were all missing:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\ClickToRun\REGISTRY\MACHINE\Software\Wow6432Node\IM Providers\MsTeams
It looks like it also worked on machines that had it above Wow6432Node. After exporting from a working machine and importing to a non-working machine issue was resolved post-reboot.

2023-10-19T14:34:52+00:00 My work around for Executives that need the status bubbles back in Outlook is to leave the new TEAMS experience. Once TEAMS classic is back up and running, launching Outlook will show the status bubbles again.
Other posts are pointing to an issue with the HKCU\SOFTWARE\IM Providers key; we will have to wait for the Office/Teams product groups to resolve the issue with NEW TEAMS.
