Hi,
A college recorded and sent a short video clip in Teams chat. The clip was recorded by a mobile device directly from the recording function in Teams chat: Send a video clip in Teams - Microsoft Support
I can view the video clip the Teams chat, but I want to download the file. The file is not in the "file" tab in the chat.
How can I download the video file from the chat?

not helpful. it talks about meeting recording (recorded within teams app) and not video clip download, one recorded from a phone and sent via teams.
We figured out how to get around this Microsoft glitch. Not sure why they changed it. On the iPhone if you go into the Photo's app, and click the share icon in the bottom left and tap that, and then select Teams as the app to share it in and share it that way they will be able to download it. It will give you a message that it exceeds the file size and will have to send it as an attachment and you can just click Continue and it will send it anyway.
I opened the video through my Teams app on my iphone and screen recorded it through there, then emailed it to myself.
On the iPhone start a screen record, open the video from the teams app. This the only work around I found., hope it helps.
