Option to enable GIFs in messaging policy seems to be missing entirely now. Only Memes and Stickers are available. Was there a feature change or is there something at the administration level that we can do to re-enable this feature?

This worked for me! Now I can click on the emoji icon and it's there now! Thank you for this, as I lost gif yesterday and tried all the things. This one definitley worked! So strange this is happening to so many people right now.

I have the same issue since yesterday morning and out of all listed solutions only going back to the old version of Teams gives me back the Gif button. However, this is only a temporary solution because at some point Teams automatically forces me to the new version again.
Looking forward to other possible solutions. I'm out of ideas

As I was writting out the details of all the steps I took, I found a workaround.
After updating my teams I was unable to use GIFs. I made sure Optional Connected Experiences was on with no change.
Note: No GIFs or combined GIF menu.
This hit both my web and desktop client. a fresh install of teams fixed it until the update happened again.
I pulled up my "About Teams" and turned on Early Access: Public preview and the combined menu showed up:
Three dots next to your picture -> Settings -> About teams (bottom of the right hand menu) -> Early Access | Public preview
