Oh, tried Copilot for the answer (since that's what you seem to be spending all your time and resources on rather than working on things people actually use) and no solutions there either beyond the 'adjust the slider for volume' and a few other suggestions from this thread.

I definitely have this issue as well...and it's maddening. I'm on a desktop, wired speakers, everything set the way I want it, then Teams blasts out on calls which makes me jump almost every time. This is nuts, there should be a switch in Teams that says 'Do not change volume on anything, EVER'. Tried just about every solution in this and other threads and still doesn't work right and blasts volume (so if I was listening to something and place a call the volume blows out). Tried volume mixing settings, Communication device settings, app volume, device settings, exclusive device access, etc. Nothing fixes this and it's unbelievable there's no fix for this after all the complaints. This seems to be related to the new Teams client, didn't have this before. There needs to be a switch in Teams to stop this behavior (this problem only affects Teams, nothing else). Microsoft--this isn't a volume level issue, a device driver, some deeply buried function, it's a BUG in Teams (or at least a feature you have no exposed UI for).

Same problem here. The only difference is that for me, Teams sets the volume to 20. For some context, i use an Creative Soundblaster X4 external soundcard with a Philips Fidelio X2HR Headset. Volume 20 is way to loud with this setup! Every time the volume is set to less than 20 (which it always is), Teams sets it to 20 the moment the "ringtone" starts. I also tested it with a different headset connected to the PC's integrated soundcard. It also sets the volume to 20 if it is lower than 20 (but in this case it is not loud enough). I suspect there is a hidden?? "min volume" setting in teams to ensure the user hears the incoming call? Why and how it is set to the value it is, is anyone's guess. I tried all the fixes posted here, but none of it makes a difference. Please Microsoft, fix it before we are all deaf!

It is ridiculous! If I set the volume to 50%, it should stay at 50% until I change it. I am personally concerned over the long term hearing damage getting blasted out at the beginning of each call! Microsoft - Can you please fix this?
