I'm also still having this issue. No luck on Google or our helpdesk.
I've tried this but it didn't work for me. Still going to 100% volume for teams (both new and old) and deafening even if every other volume bar (including the master) is on 1%

The only thing that worked for me was to set the master/device bar level lower, on the volume mixer settings.
Basically teams would always reset to the highest device bar
So go to the small speaker icon in your bottom right hand corner icons.(on your windows desktop)
Right click on it and open Volume mixer.
On Device column lower to say 50% ,your'll notice a grey bar/line which will lower all the others.
This should prevent teams from jumping to 100%.
You may have to adjust your other apps/devices ...but this was the only thing that worked for me
