Here's the workaround that worked for me. I think someone else posted it but I can't find it so I want to surface it.
As long as you have a separate microphone (built-in or external one) then you can disable the "Handsfree Telephony" option within the device settings in order to get them to work as headphones normally. This will mean you are stuck near your separate microphone but it will allow your airpods to work as headphones across applications.
- Search for "Bluetooth and other device settings" to get to the "Bluetooth & other devices" window. Then click "Devices and printers" on the right side under "Related settings".
- Right-click on your airpods and click "Properties".
- Go to the "Services" tab and deselect "Handsfree Telephony".
This workaround is reasonable for me. If I need to move around while on a call, I just call in using my iPhone and the airpods work perfectly.
