After logging into the Teams app, it keeps on refreshing every second making it impossible to work until the app is reopened. This is a recurring problem and half the time it works smoothly, other times it doesn't.

I'd argue that this happens on all wifi connections not just spotty ones.  I'm on a problem-free gigabit fiber internet connection, with enterprise-grade wifi access points and firewall and my network connectivity is anything but 'spotty'.

Microsoft has officially acknowledged this problem in the Office 365 Admin Center.

They state or has to do with "spotty networks" but when this happens to me I have no trouble using anything else on Android (Gmail, streaming video, web browsing, etc. all work fine).

Title: Users may intermittently experience sign in issues and apps flashing when connected to a spotty network on Android

User impact: Users may intermittently experience sign in issues and apps flashing while connected to a spotty network on Android.

More info: Users will only be impacted if they're using the most recent version of Microsoft Authenticator (version 6.2104.2518) and the Intune Company Portal (version 5.0.5123.0) while also connected to a network with issues. For most affected users, the issue should automatically resolve after moving to a stable network and waiting for approximately 30 seconds.

Multiple Microsoft 365 mobile apps may experience bright white flashing, including Microsoft Teams, Power Apps, and Outlook. Additionally, users may be unable to sign in to Power Apps and Microsoft Teams. Or, if already signed in, users may experience functionality problems within Power Apps and Microsoft Teams, such as being unable to open apps within Power Apps.

Once the fix is released, users should receive the update automatically; however, users can also opt to force update. For users opting to force-update: The apps will be published on the Google Play Public Beta channels, so users can opt in to the public Beta of Microsoft Authenticator and the Intune Company Portal and then check for the specific versions. We'll provide the specific version numbers once they're finalized.

Current status: We've determined that the newest versions of Microsoft Authenticator (version 6.2104.2518) and the Intune Company Portal (version 5.0.5123.0) are inadvertently causing Microsoft 365 apps on Android devices toexperience flashing, sign in problems, and app functionality issues if users are also connected to a spotty network. We're developing a fix, which will then be validated before being deployed to the affected environment. We anticipate the fix will start deploying tomorrow and will take approximately one week to finish saturating.

Scope of impact: Any user using a Microsoft 365 app on an Android device with Microsoft Authenticator (version 6.2104.2518) and the Intune Company Portal (version 5.0.5123.0) while also connected to a network experiencing issues may be impacted.

Start time: Thursday, March 25, 2021, at 7:00 PM UTC

Root cause: The newest versions of Microsoft Authenticator (version 6.2104.2518) and the Intune Company Portal (version 5.0.5123.0) are inadvertently causing Microsoft 365 apps on Android devices to experience flashing, sign in problems, and app functionality issues if users are also connected to a spotty network.

    Thank you @David Broughton!

    Your suggestion helped,.

Looks the MS developers did not figure it out that a Android device can have multiple LEGIT network connections possible - through the built-in LTE, built-in Wifi or any USB serial or USB dongle of some sort. I appreciate the progress you guys made with MS Teams in such a short  time - Office developers should look at you for example to come out of the Cretaceous period faster.

That being said - you need to balance the security freak-outs with the reality of having multiple VALID interfaces to one device - in this case an Android phone - and graciously flip from one to the other without having the application lock up or refreshing every second trying to access an interface that was just switched away from , operationally (but not administratively switched off)
