Login goes back to login screen

My home machine is used by my whole family, 2 adults and 2 children, and we all login using local accounts. The machine is heavily used, so different accounts are switched to dozens of times a day. We normally just switch users, and people rarely log out of the accounts.

This worked fine for years with Windows 10, but recently I purchased a new Windows 11 PC - which has a serious problem. Periodically, about every 3 or 4 days, it stops letting people switch accounts. It accepts their password, but just goes back to login page again. Password checking is done, but it doesn't change to their account.

Once Windows 11 is in this state no person who is logged in can get back to their accounts. Users who aren't logged in (typically the admin account) can still login as normal. Forcing users to sign out through the task manager fixes that user, and restarting the machine fixes everyone, until next time it happens.

I’ve tried “sfc /scannow” and “Dism /Online /Cleanup-Image /RestoreHealth”, but they made no difference.

Any ideas how to fix this?

Note that the reason why everyone has local accounts is that I wanted first names for everyone on the login screen, and if you use a Microsoft account to login it forces surnames to be used. Everyone does have a Microsoft account, we just don't use those for the main login.

The specific symptom seems to be a login loop where entering the correct password just returns you to the sign-in screen — is that correct?

    I suggest trying the following repair options:

    Option 1:Go to Settings (press Windows + I) → System → Recovery,

    Then under “Fix problems using Windows Update”, click “Reinstall now”.

    This option will preserve your apps, files, and settings.

    Option 2: Perform an in-place upgrade

    Go to the Download Windows 11 page.

    Under “Download Windows 11 Disk Image (ISO)”, select Windows 11, and:

    1. After downloading the ISO file, right-click it and select Mount
    2. Open the mounted drive and run Setup.exe
    3. If prompted by User Account Control, click Yes
    4. In the Install Windows 11 window, click Next
    5. The setup will check your PC and show the license agreement — click Accept
    6. Wait for the installer to check available space
    7. On the Ready to install screen, make sure Keep personal files and apps is selected
    8. Click Install, and follow the prompts

    Windows 11 will restart your device several times and guide you to the lock screen. Based on your selections, it will preserve all your files, apps, and user accounts.
