I had the same problem with no networks showing installing windows 11 on a new drive in a laptop. I ended up connecting my phone via usb and switched on usb tethering and it worked a treat. Everythin installed fine after that.
This is what finally worked for me. Got a new HP Envy 360 with a laughably small 256gb NVME and 8gb of ram so first order of business was to upgrade both. There is no driver disk as there is no disk drive. Seriously how are people suggesting this when almost no modern PCs ship with optical drives anymore? This is a thin n light so there's also no lan port. Installed the driver via shift>f10 via a USB stick and it still got stuck on attempting to connect with wifi even after scanning for devices.
Finally saw your comment and felt stupid I hadn't thought to try that to begin with. Worked perfectly.
