High ram usage while idle on a windows 11 pc

Just like the title goes, my laptop gets about 50~60 ram usage while idle, even though it has 16 gigs of ram. Tried checking with the task manager doesn't seem to spot anything going on. Also, I've tried fixing the registry, disabling startup applications, defragmenting drives, turning off Sysmain, as said on the Internet, but they all didn't change anything. Is there any way to fix this while not clean installing windows again?

    I'm now on Win 11 Pro Build 22631 and had this same error. Task Manager showed no clues or indications of where my 64GB was used at 100%.

    I'm running Hyper-V with a Linux VM running. In the Hyper-V Manager is the only place I found that the VM was using 56GB of the 64GB I have.

    I internally updated everything in my Linux VM and rebooted that, and my insane memory usage has stopped.

    I don't know if it's a memory leak in the dynamic memory setting of Hyper-V or perhaps my VM internally has a memory bug.

    But rebooting my VMs resolved my insane memory usage.

    Here. I did look at some other posts but even after i close all 3rd party I still have over 30%. This is affecting my computer badly because whenever I try to talk in discord for example, a GIF will crash it. When I try to watch YouTube it tweaks out before if fixes its self. Finally steam will crash if I try to watch a game trailer. I would really like this to get fixed.
