Windows 11 Screensaver / Display Sleep functions not working

A few weeks ago, I can't remember exactly when it occurred (May have been after installing W11) my screensaver and display sleep functions just completely stopped working. I have tried every trick in the book. I have updated my BIOS and chipset drivers. Powercfg -requests shows an audio stream running from realtek, I tried overriding it but didn't solve anything. I confirmed every power option setting is correctly enabled. Basically I've spent extensive time googling and troubleshooting this to no avail.

The one thing that did fix it was running the DISM restore commands in CMD Prompt, however, it only works temporarily for the initial reboot after running that command, and then it stops working again if I reboot a 2nd time.

What can I do to fix this problem?

I have done every recommendation posted to correct this and it hasn't worked. I've checked settings, unplugged devices, turned off scanners, turned off printers, disconnected external hard drives. This has been going on for months and driving me crazy.

Until.... the other morning and my screen saver was on. I finally figured out why. IF leave my computer with all programs closed, it won't work. IF I leave any program open, (weather, word, chrome... ) the Screensaver kicks in as designed. But with my desktop running, it doesn't work. No matter if the picture is set to change once a day or every 5 minutes. All programs closed, nothing. Any program open, perfect.

    WHY?

FYI to anyone comes across this I fixed it by turning off Wake on LAN for a network card I had, the default option just constantly was waking the computer. You can also change it to "wake only on magic packet" if you still want to have that ability for other reasons.

I tried all of the suggestions within this 10 page thread, but nothing worked. I found a 3rd party app did the trick. If you are interested, check out econap.
