Windows 11 Screensaver / Display Sleep functions not working

A few weeks ago, I can't remember exactly when it occurred (May have been after installing W11) my screensaver and display sleep functions just completely stopped working. I have tried every trick in the book. I have updated my BIOS and chipset drivers. Powercfg -requests shows an audio stream running from realtek, I tried overriding it but didn't solve anything. I confirmed every power option setting is correctly enabled. Basically I've spent extensive time googling and troubleshooting this to no avail.

The one thing that did fix it was running the DISM restore commands in CMD Prompt, however, it only works temporarily for the initial reboot after running that command, and then it stops working again if I reboot a 2nd time.

What can I do to fix this problem?

    How is this still an issue? I repeatedly have to correct this again and again with no indication as to what is causing it or that it is being taken seriously by microsoft.

    I'm holding off on buying a new OLED monitor because I'm afraid I'll forget and this will ruin it.

    I get no entires for "powercfg /requests" and it still doesn't work for me 90% of the time. As I mentioned in the past, once in a blue moon it will work for a boot and then when I reboot it stops again. I have the latest updates and no peripherals plugged in other then mouse/keyboard.

    My screen never goes off. The only device connected is a wireless mouse, using a USB port. I have even unplugged the mouse, and it still doesn't activate the screensaver or power off.

    Yes, computer still not sleeping. The screens go off but the computer is still not going to sleep mode. It's a desktop. It used to so must be some device. Wondering if it's my Stream Deck...
