If you choose to do this, use the Media Creation Tool to create a bootable installer for Windows, save your data to an external backup and use the tool to remove the existing partitions and recreate them, after which you can finish installing Windows cleanly.

Like 95% of my files were encrypted and they left so much of this readme files with information what to do to bring my files back to me.
I have installed AVG Antivirus and it keeps securing threats from one IP address (34.80.59.191).

I think you should turn off sync of Chrome user immedietely since you knew your computer was hack, because the hacker stolen your Gmail password and he can login in another browser and sync your password to his browser. That's why I turn it off.
But after you reinstall Window, reset browser and change all your passwords, you can turn on sync as normal. Actually I still scare of saving password on browser, cause I don't want the same thing happen again.
