I'm not a real tech geek here. I was just very frustrated with this issue on my own computer and decided to spend a day trying to solve it. I tried all the normal avenues to no avail. Then I noticed that my OneDrive sync was activated (not sure why this activated) .and all my pictures from my picture folder were in my OneDrive. OneDrive is just supposed to backup that folder. Since I always backup my files/folders to an external thumbdrive, I didn't bother to move the files from OneDrive back to my Pictures folder before uninstalling OneDrive. Perhaps I should have suggested people perform this move before uninstalling OneDrive.

I found that my One Drive sync was activated. I uninstalled my One Drive app and voila....all my thumbnail pictures were back.

I hate when folders, sometimes even exe files are with thumbnails! Technically it is unsafe! So "Always show icons, never thumbnails" is ON on my PC. But when I need to find a picture in picture folder...
