Can't access bios or advanced startup on windows 11

I was having this exact same issue tried every solution suggested with nothing working.

Turns out it was that since my setup has 2 graphics cards - one Nvidia one and the one built into the intel chip- it also had 2 different places you could connect monitors.
I had plugged my monitors into the intel chip while the motherboard was connected to the NVidia gpu.

Once I connected the monitors to the NVidia my startup screens showed the normal logos and became able to display the BIOS on my monitor.

Yes, appears to be a hardware issue, the way Win11 has UEFI implemented. I had to remove the 3rd party graphics card to get access to BIOS, then updated BIOS and put the graphics card back.

I was having this same problem, on a relatively new PC with Nvidia Card. I tried three different monitors, and they all would have a black screen when I used either "Shift+Restart" or using the Restart function in the Settings. Hitting enter key repeatedly sometimes would take me back to the regular windows startup, but no way to access bios.

Here's what worked for me:

Fortunately the motherboard in this PC had a "flashback" feature, that easily allows you to flash the motherboard back to its original (non-windows polluted!) bios.

The motherboard is an AsRock 690 4/5D ... I think other AsRock motherboards have this same feature. Basically you download a file, rename it, then put it on a flash drive, and push a button on the back of the PC (with the power off) and this flashes the BIOS. Here are the instructions I followed.

Immediately after doing this, I got the ASRock logo on reboot and was able to enter BIOS by pushing f2 AND now I can install Ubuntu! I'm NEVER using windows again ... this adventure was my first time using Windows in years, and it was a pretty horrible experience!

Hope this helps someone ... I think the underlying problem here is Windows 11 implementation of UEFI; seems half baked based on all these comments.

Certain Windows Fastboot systems do not give access to the BIOS, requiring you to reset the BIOS manually to access them.

If you need to reset the BIOS manually, you can do this by removing the battery from the motherboard or physically branching the CMOS reset connectors on the motherboard.

Instructions: Turn off and disconnect your computer from current. Make sure you and the computer are grounded and protected from static, as static can be very damaging, even fatal, to your delicate components. Open the case and identify the CMOS battery – it is like a big hearing-aid battery. Carefully remove the battery. Now hold down the power button to drain any residual power from the motherboard. Re-attach the battery and now reboot the computer pressing Delete key or F8 or F2 (etc.) keys to reach the BIOS.

If this does not work you can branch the the CMOS reset connectors on the motherboard. Consult your motherboard manual to find these connectors.

Once you have accessed your BIOS and made any necessary changes, you can choose to reinitiate the Fastboot if you want. I do not use Fastboot on my own PCs but activate it on the PCs I build for my clients.

Didn't worked for me either for a few minutes I thought it worked but everytime I boot my pc it automatically shifts to selective startup and I still have the issue .
