Xbox App and Microsoft Store prevents game downloands by requiring Visual C++ 2015 UWP Desktop Runtime Package to download first, but Visual C++ 2015 UWP Desktop Runtime Package will not download

Every time that I go to download a game from the xbox app or microsoft store that is over 1GB, the xbox app/microsoft store first tries to download Visual C++ 2015 UWP Desktop Runtime Package first. The issue is that the microsoft store page for Visual C++ 2015 UWP Desktop Runtime Package appears to be bugged, and I cannot download it. I have tried canceling the downloads and downloading just the package by itself and it does not work. I cannot find the page online to download it manually either. How do I download Visual C++ 2015 UWP Desktop Runtime Package manually, or how do I work around needing it to download larger games. This is a new issue, it was not a problem a month ago.

    been having this exact same issue. the solutions have all failed and been utterly useless, and the extreme end of it "urhg re-install windows" seriously, thats the solution, completely re-install everything??? honnestly read that so many times looking for help. even spoke to a support person at xbox, they told me to "contact hello games support"

    WORSE thing is, only happens with Nms. getting really annoyed.

    Hello all,

    Thank you for reaching out to the Xbox forums. The team is aware and actively investigating the situation.

    I have a few asks for those who are still experiencing issues:

      1. Are you using a "Windows Insiders" build on your PC?
      • If so, what is the current build?
      1. If you have not already, please file a bug on PC by following these steps:

    1.     Navigate to the top right of the Xbox application and select your gamerpic icon

    2.     Select “Feedback” in the drop-down menu

    3.     Select “Report a problem”

    4.     Click Give new feedback

    5.     Add [Xbox Forum] in “Summarize your feedback” followed by a feedback summary

    a.     Summary should be descriptive and fully detailing the error you are receiving. Links redirecting to this forum post will not be accepted and will cause a delay in your feedback submission. 

    6.     Category should automatically be selected. 

    7.     In the "add more details" category, you will have the option to "Recreate my problem". Recreating the problem will help us further pinpoint the error you are receiving. 

    8.     Once complete, post the title of the bug report along with the submission date in this thread

    For anyone not wanting to reset their windows installation (and has tried every other solution like I have), using Restore Point worked for me.

    1. Use Restore Point to restore to a point before the issue arose (for me this started at the same time as the Forza update on the 19th).
    2. After the restore is complete, quickly open the windows store, Click on your profile, then settings, and turn off auto update *if you don't have this on in the first place, you can skip this, but if it is on, then this is important. The first time I restored I saw downloading working and thought all was well, but then something (I assume Xbox app) updated and the issue arose again.
    3. At this point I was able to download the game (Forza for me) from the windows store. It might also work from the Xbox app, but I didn't test that as my issues seem to have arose from it. **Note I still saw the Visual C++ 2015 UWP Desktop Runtime Package show up in the downloads but it no longer blocked the download. Also just to be careful, I didn't update any other apps until the game I wanted to download was done and I still haven't updated the Xbox app.

    I'm glad this solution worked for you but it hasn't worked for everyone. I had tried resetting the store MULTIPLE times, and finally resolved the issue by resetting the apps after opting out of the Insider program.
