Windows 11--most recently opened Explorer window keeps popping up into the foreground

About a month ago Windows Explorer started the annoying habit of routinely moving its most recently opened window into the foreground. Is there a way to stop it from doing this?

For example, I'll open an Explorer window to open a file into another application, and a few minutes later, for no apparent reason, Windows Explorer will interrupt the application by popping its Explorer window into the foreground. The same thing will happen when watching a video: a minute or two into watching the video and the most recently opened Explorer window will move into the foreground interrupting the video.

The only way to stop this behavior is to close all Explorer windows while watching a video or working in another application. Annoying as heck. Any suggestions? Thanks.

    At a technical presentation yesterday, an explorer window just popped up on the big projection screen all of a sudden - right over the 'slide' that was being presented at that time, and the presenter was using their own laptop. The presenter was just speaking at the time. I told the person sitting next to me what that was 'due to'. I will later let the presenter know what it was 'due to' as well. The situation has really reached an unsatisfactory one, as in I can understand the issue not addressed/fixed for a couple of months, as having it sorted can take time. But not only is it not fixed for eg. six months, there appears to be no representative that provides any update (or any regular update, or any update at all) about anything that is actually being done about it, to remove the issue.

    I just updated to Windows 11 Home Version 10.0.22621 Build 22621, but the problem remains. :(

    I will just add my voice to the chorus: I have had the same problem since many months. I believe it already occurred in later versions of Windows 10, but I am not entirely certain.

    Microsoft's wanton neglect of Windows 11 is especially annoying when it's otherwise preoccupied with developing AI searches and buying gaming companies.

    It happens every day. When I'm typing an email or working on a powerpoint file or typing in ms word etc. When the explorer window pops up during those times, it is when the situation starts to become a question of ...... how can this sort of glitch possibly happen in 2023, and how can it even possibly be allowed to not be fixed after many months.
