About a month ago Windows Explorer started the annoying habit of routinely moving its most recently opened window into the foreground. Is there a way to stop it from doing this?
For example, I'll open an Explorer window to open a file into another application, and a few minutes later, for no apparent reason, Windows Explorer will interrupt the application by popping its Explorer window into the foreground. The same thing will happen when watching a video: a minute or two into watching the video and the most recently opened Explorer window will move into the foreground interrupting the video.
The only way to stop this behavior is to close all Explorer windows while watching a video or working in another application. Annoying as heck. Any suggestions? Thanks.

Thank you for the update. Needless to say, suffering though this problem for another half year is unacceptable; what is Microsoft's problem?
Meanwhile, this issue appears to be getting worse. I'm now experiencing situations where I'll be working in one File Explorer window when another will jump to the fore and take its place. Also, the explorer window will flash repeatedly.
We've just deployed the June cumulative update for Windows 11. This issue still persists, very annoying!
still happening here too, had it pop up while i was screen recording for a product demo for work. this meant having to redo the demo after closing explorer down. this NEEDS to be fixed!

There is no point in connecting. gpedit is the local GPO editor. This is available from the Pro version. What makes the error reproducible here is the remote GPO call, gpupdate is a separate function, which gets POL files from the domain and converts them e.g. into registry keys. The process that gpupdate does seems to bring an active File Explorer window in the background to the foreground. This makes the problem very complex, as it is a pure black box for us, it could just as well be that the creation of the reg keys in the SOFTWARE/Policie hive triggers the explorer. or hunderts of other things, regarding to this process.
