I've had this issue with this same exact driver for literally YEARS and have found no way to permanently solve it, however I found a way that is pretty close. For some reason for me, but normal 'hide updates' tool mentioned before didn't work.
However this is what I've been doing and it should work at least until the next major feature update (such as 24H2) which is only once a year, then you'll just have to do it again, but it is pretty quick. The instructions might seem complicated but I am just being detailed in explaining what it does. It's really just like 3 commands.
Extra Tips / Notes:
This HP USB update drove me crazy for months. Eventually bought a Canon printer and didn't need HP utilities any more. Uninstalled all the HP apps on my laptop but still kept getting the HP USB drive install error. I searched my C drive for 'hp' and deleted all files that seemed related to my HP printer and apps. Could not delete a couple files in the registry no matter how hard I tried, but I'm not an IT professional. After a few restarts the HP USB driver install went away, no idea why or how.
Had exactly the same problem: continued attempts to install HP USB drivers after switching to Canon printer and uninstalling all HP apps and programs. The problem disappeared with the last Microsoft update.
