following up with my issue, I was able to resolve it completely and still be able to change the memory integrity option on or off with no admin lock. I downloaded the file recommended, extracted the file to a folder in my desktop, and without changing any file permissions or ownerships (only thing I did was right click the Microsoft.SecHealthUI\_8wekyb3d8bbwe.appx > properties>down at the bottom check the unblock box> ok then I ran the file and installed/ launched.
It said that I was already running a newer version etc. (ignore it) once it finished, with no reset, looked at the device security section in settings> security and saw the device security had green checkmark (no more yellow mark w/ a dismiss button that did nothing, and clicking device security shows I was now supported again) was able to click on core isolation and select memory integrity on or off w no admin lock. Reset the computer to see if it held up, and was still good after reset.
