I have turned it off in Windows setting multiple times but it keeps turning back on. I do not want it on and I have never wanted it on. I did not know it was even a possibility to turn it on until it started doing it on its own.
How do I turn it off and leave it turned off for good?

I have given up on it - my email does not sync, so I have to exit and re-enter numerous times a day and every single time, the DND comes on, nothing works, nothing. I also have to keep an eye on the bottom right corner of my main screen, because periodically the DND just turns on. Extremely frustrating.
Do you even know what you're talking about? This isn't in any of the trees under anything under HKEY_CLASSES_ROOT, HKEY_CURRENT_USER, HKEY_LOCAL_MACHINE, HKEY_USERS or HKEY_CURRENT_CONFIG!
Explain to yourself why you had to make this a difficult thread? Others may not know how to do this part.

"Suffering" seems a little extreme.
Considering that the overlay is a full screen app, they'd need to exclude the process when it triggers DND, which isn't quite as simple as checking the file name. Sure it can be done though.
Which is ridiculous. They need to just remove this "feature" if they cannot implement it in a functional manner
