I got the error the first time, but the second time it installed without problems.
It has to do with drivers, I think the problem occurs when windows update installs the 22000.51 preview build.
At some point about when it reaches the 94% it goes through ALL your files on the installation drive - it can take forever, mine took 8-10 hours before it went on from the 94% mark.
So you need to disable as much as you can of what's might be using drivers and accesses the installation drive during the windows update installation.
If windows has not catagorized the driver corrertly, due to the fact it was in use, then after the restart, the installation will not be able to handle the driver files correct and it fails due an driver error (0xc1900101)
If I'm wrong in any way, pls correct me - this is all based on my own experience with installing the 22000.51 preview build
