I had the same problem when my laptop was returned to me from service. The technicians had updated the BIOS and re-wiped the HD. I booted up, installed the usual apps, updated Windows with all the latest updates, and when turn came to upgrade to Windows 11 nothing seemed to help. Tried for a day, reading various threads until my nerves busted. Wiped again Windows and directly paused all updates I logged in for the first time. Downloaded manually the Win11 Update Assistant and it worked as a charm, writing now from Win11.
In hindsight, I'm pretty sure it was one of the Win10 updates that busted my update, but now I don't care.
If you do not have any valuable this, or do, back up you data and do what I did. My recommendation.
