Am I the only one who can’t find Utilman.exe? It does not appear in any of my System 32 folders.
The only reason I’m in this mess is because I wanted to complete a stuck Windows Update and a different tutorial suggested running Diagnostic Mode.

Research: I found reports of this back to 2018. I also ran into System Restore errors which I found instances of back to 2017. The dozens of other forums usually dead-ended or resulted in a "Refresh your PC" or "Do a clean install of Windows." Unacceptable! I was about to give up until I pieced this solution together.
Solution: Force boot mode back to Normal via command prompt and restart.

I am bit frustrated that Microsoft still hasn't sorted out this issue out. I am using Windows 11 and the issue has been a headache and nerve-wrecking searching for a solution. I am so grateful to have found this post.

The steps listed in this thread did not work for me and I cannot understand how or why it has worked for others using Windows 10 or later. I am positive Microsoft corrected this "workaround" a long time ago due to obvious security concerns.
The only viable option for me was doing system restore using file history. Did you have file history or system image/backup scheduled and running or did you make a recovery drive? If so, you should be able to use one of those options.
I tried using my system image but it would not work. I was able to use file history to get back in but then had to clean up the mess from renaming and moving files as suggested... I would not go messing around with utilman.exe if I had to do it over again.
I now have file history running every 3 hours along with weekly system back with system image. Additionally, I purchased a small USB thumb drive and made a recovery drive, which I recreate/update monthly.

That's really great that it was helpful for many, but in my case, it doesn't work at all: windows ask for password, the pin code does not work at all, and resetting the password don't work too. Can you suggest what could help else?
