Issue with Windows Hello on Windows 11 - fingerprint recognition option currently unavailable

What if there is no fingerprint reader is no longer in Biometric devices ?

Because of this little issue with the later versions of Windows 11, I have spent hours on the phone, and at home reinstalling windows needlessly. Here is a rough chronicle of what I've gone through:

1. Upon realizing the issue existed I contacted windows. After two or three calls with windows they informed me that the issue was with my computer manufacturer and would have to be addressed by them.
2. My computer manufacturer asked me to reinstall windows, again. I downloaded windows using their procedure, believing their version might be tweaked for their hardware, and no change occurred. I actually reinstalled windows using their procedure twice, because windows ask for my phone number to register my account and selected the wrong e-mail account for the phone number. This caused me to have to perform the second reinstall.
3. Upon doing more research I found on this site where someone indicated the issue was with windows and would be fixed in a future update.

All the trouble I've gone through could have been eliminated if when I first called windows the representative/technician that I spoke with would have told me there was an issue with windows. For Windows to be as widely used and as complex as it is, one would think that experts were manning the phones to be able to assist people in resolving their issues. One technician actually told me that when you do a cold start on windows it reacts like your telephone does when you do a start, or a restart and requests a password instead of a fingerprint. What a line of BS!

I turned on my computer this morning and all of a sudden the fingerprint reader started working. This happened once or twice before after my last windows installation, then all of a sudden it stopped working again. I didn't do anything different than I do normally. Last night, I shut my computer down. It always shuts down without fast start enabled. This morning, I started it up, the login screen appeared with the fingerprint symbol showing at the top, and the fingerprint reader logged me in. What's going on with this Windows?

I have checked various methods and applied all of them but in vain, I even tried to uncheck "the battery optimization" of BIOMETRICS in DEVICE MANAGER. But soon as I try to setup fingerscan, it again goes to the default setting where its written"Allow windows to stop this service to preserve battery"

I personally think that this setting is the main issue...

If it didn't work out I have to downgrade to Windows 10

When I purchased this computer it came with Windows 11 pre-installed. The fingerprint reader worked just fine at that time. The only time it stopped working was after a reinstall of Windows 11, more than one year after it's purchase. Obviously, there have been numerous updates to Windows 11 since the original purchase. None of those updates should have stopped the fingerprint reader from working on a cold startup.
Incidentally, periodically the fingerprint reader will work on a cold startup. It regularly does not. But every now and then it will work. And again, it always works on a restart, wake up from sleep, or to unlock the system.
