I am having the same problem. It doesn't happen everytime I shut down or sleep though. It just randomly happens where I have to use the power button or reset switch to restart. All my sleep and power settings are correct. I can't for the life of me figure out whats going on. My last resort is to reinstall windows.
How to resolve Win 11 won't completely shut down and won't restart?
After applying the most recent cumulative update to my Win 11 PC, it will no longer completely shut down and will not restart. It closes all apps and video but the lights and fan continue to run and it won't power off. I have to shut down using the power button. I ran "sfc/scannow" which repaired corrupted files but didn't resolve this issue. What should I do to troubleshoot this and get it corrected?
