download Snip and Sketch in Windows 11

I can't seem to find this. It didn't work on my initial install of Windows 11 and it was then deleted and I can't find where to reinstall. thanks.

    If you have used the delay feature in the new Snipping Tool, have you utilized this delay to take snapshots of menu options? When doing so using this new tool, the image taken is blank. I have tried but find no means of this option working for our user manuals.

    The current snipping tool ver 11.2401.37.0 no longer has the ruler so this app has become completely useless. I need a tool that has a ruler in it.
