Hi,

on an HP computer click on Start and type HP System Event Utility: right click on it and remove this application, this will stop caps and num notification.

I had the same thing happening on my Dell laptop. I had to go to Computer Management -> Services -> Dell Peripheral Manager and stop the service. That immediately stopped the annoying notifications. I set that service to start manually instead of automatic. I hope this helps someone.

Thank you. This worked. Shame on HP for randomly starting such terrible features which made me lose 1 hour! They should have folks like you as their execs!
