I had the same thing happening on my Dell laptop. I had to go to Computer Management -> Services -> Dell Peripheral Manager and stop the service. That immediately stopped the annoying notifications. I set that service to start manually instead of automatic. I hope this helps someone.
AWESOME - THIS IS THE ONLY THING THAT WORKED!!! THANK YOU ALL FOR THE REPLIES. OH HEY, I'M TYPING THIS IN ALL CAPS AND DIDN'T GET AN ONSCREEN NOTICE. YIPEE
none of these seems to work for me
This worked for me! The issue arose after I got a Dell pen for my touchscreen laptop. Supposedly there is supposed to be a place to turn this setting off inside of Dell Peripheral Manager so you can use the rest of it without this setting, but no keyboard option shows up for me. I'll try to report this as an issue to Dell and update this if anything changes
