I had the same thing happening on my Dell laptop. I had to go to Computer Management -> Services -> Dell Peripheral Manager and stop the service. That immediately stopped the annoying notifications. I set that service to start manually instead of automatic. I hope this helps someone.
Just have the same issue today, it happen all suddenly and I have no idea how and why it happened. I checked all the tutorials online but none of it seem to helped to fix the issue. If anyone found how to fix it, sharing it would be appreciated.

I immediately got this caps lock indicator and I really wanna get it off as it interrupts me whenever I'm playing games of mine.
