I installed KB5030310 update and Copilot is not showing

I have installed the update that became available today called "2023-09 Cumulative Update Preview for Windows 11 Version 22H2 for x64-based Systems (KB5030310)" and this did not give me the Microsoft Copilot function. Nothing happens when pressing WIN-C and I can't find settings for this function anywhere.

So what I did is join the Windows Insider Program (Dev channel) and got the latest update so I'm now running Windows 11 version 23H OS build 22631.2361 and I still don't see Windows Copilot function. Am I missing something?

    For other reasons, I had to reinstall Windows from scratch on my laptop. Upon doing that, copilot showed up and works now just fine. So something went wrong during the install sequence when I originally got this machine which means it was never turned on (as far as I can tell).

    Very painful wait to enable such a feature, however...

    It worked.

    "Open Windows Explorer and type in the address bar: ”shell:startup” and hit enter, then you can paste the shortcut from the desktop"

    I did that and changed the region setting to the US.

    Copilot opened upon starting the system.

    In Windows settings or a microsoft account?
