I have the same problem, I'm in the US and after installing KB5030310 I don't see Copilot in my PC
I installed KB5030310 update and Copilot is not showing

I have installed the update that became available today called "2023-09 Cumulative Update Preview for Windows 11 Version 22H2 for x64-based Systems (KB5030310)" and this did not give me the Microsoft Copilot function. Nothing happens when pressing WIN-C and I can't find settings for this function anywhere.
So what I did is join the Windows Insider Program (Dev channel) and got the latest update so I'm now running Windows 11 version 23H OS build 22631.2361 and I still don't see Windows Copilot function. Am I missing something?

2023-09-27T16:08:25+00:00 If you are in one of the countries for which Copilot is enabled, you will need to first go to the Windows Update pane in Settings and enable the "Get the latest updates as soon as they're available" toggle. After that run "Check for updates".
