I just got a new laptop that has Windows 11 as its OS. It has Bluetooth settings, but when I check it, I don't see any way to pair my hearing aids to it.
They sync to my iPhone and iPad.
Is there a way to add them so I can use them when I'm using the computer so I don't disturb others in the room?

If your hearing aids are TRUE bluetooth devices, then it will be listed front and center in the manual.
Just because it pairs with your cell phone, doesn't mean that they are bluetooth devices. The detailed explanation is the second post on page 1.
In most cases, hearing aids are not actually bluetooth devices. You have to buy a "bridge" device from your hearing aids manufacturer (such as the one listed on page 4).
Ask your audiologist for more information.

Sometimes, turning off your phone (which you probably also pair your hearing aids to as well) solves this problem. It can't serve 2 masters at the same time.

I also disabled the internal BT device and tried a couple of different 5.3 USB adapters.
Your laptop is listed as Bluetooth 5.2 hardware ready --- which means that it doesn't have the bluetooth 5.2 drivers yet.
You can check your laptop's bluetooth version.
